Starts of new homes in France fell 15.7% in 2008 to almost 369,000. Nearly 456,000 homes were allowed to build, a figure 16.7% lower than 2007 by Department of Ecology, development and sustainable development.
The region is the largest decline Haute-Normandie (-38.8%).
